23% of Jan Dhan accounts inoperative; UP tops the list: Govt informs Lok Sabha

New Delhi: Nearly 23% of the total 56.04 crore Pradhan Mantri Jan Dhan Yojana (PMJDY) accounts in the country are currently inoperative, Minister of State for Finance Pankaj Chaudhary informed the Lok Sabha on Monday.

Responding to a written query, Chaudhary said that as of July 31, 2025, out of the 56.03 crore PMJDY accounts, around 13.04 crore have been classified as inoperative.

Among states, Uttar Pradesh leads with the highest number of inactive accounts at 2.75 crore, followed by Bihar with 1.39 crore and Madhya Pradesh with 1.07 crore inactive accounts.

As per Reserve Bank of India (RBI) guidelines issued on February 18, 2009, a savings account is deemed inoperative or dormant if it has had no transactions for more than two years.

The government has implemented several initiatives to keep Jan Dhan accounts active and operational. These include Direct Benefit Transfers (DBT), which continue to be deposited even into inactive accounts. Banks are also required to notify account holders via letters, SMS, or email about the status of their accounts and encourage reactivation.

In a renewed effort to address the issue, the government launched a Gram Panchayat-level campaign from July 1 to September 30, 2025, aimed at conducting re-KYC of inactive Jan Dhan accounts and promoting account activation.

PMJDY, launched in 2014, aims to provide universal access to banking facilities, particularly for the economically weaker sections of society.
