PRATIBHA Setu: UPSC creates second gateway for non-recommended candidates

UPSC Professional Resource and Talent Integration - Bridge for Hiring Aspirants (PRATIBHA) Setu, formerly known as Public Disclosure Scheme (PDS), a strategic initiative that allows verified employers, including ministries, PSUs, autonomous bodies, and private organizations; to access details of non-recommended willing candidates who cleared all stages of UPSC exams but did not make it to the final merit list.
In pursuant to the decision of the Government of India (Department of Personnel & Training), Union Public Service Commission (UPSC) has been publishing the details of the non-recommended willing candidates of the Commission's Examinations (candidates who qualify the written examinations but are not recommended after the interview) under the Public Disclosure Scheme (PDS) on its website.
The Scheme is in operation since 20.08.2018 and the Commission, for the first time, disclosed the list of candidates of Combined Medical Services Examination, 2017. However, the nomenclature of PDS has now been renamed as UPSC Pratibha Setu.
UPSC Pratibha Setu provides platform for Employer to select non-recommended willing candidates who are almost as meritorious to the recommended candidates and provides a second gateway for UPSC aspirants to shine beyond the examination.
Operation of UPSC Pratibha Setu: UPSC provides Login IDs to the Organization for voluntary selection/recruitment of non-recommended candidates. Further, the private organizations can also register through their own using Commission’s portal.
Non-recommended willing candidates of the following Examinations are included under this scheme: (i) Civil Services Examination (ii) Indian Forest Service Examination (iii) Central Armed Police Forces (ACs) Examination (iv) Engineering Services Examination (v) Combined Geo-Scientist Examination (vi) C.D.S. Examination (vii) Indian Economic Service/Indian Statistical Service Examination (viii) Combined Medical Services Examination.
Examinations not covered under this scheme include NDA & NA Examination and Limited Departmental Viz CBI(DSP) LDCE, CISF AC(EXE) LDCE and S.O./Steno (GE-B/GD-I) LDCE Exams).
The scheme facilitates organizations to connect with top talent (Talent Aspirants) from India’s most competitive examinations which include more than 10,000 willing candidates who cleared all stages of the UPSC exams but did not make it to the final merit list.
Any duly registered private company or Public Sector Undertaking (PSU) may register on the portal using its Corporate Identification Number (CIN), verified via the Ministry of Corporate Affairs (MCA) API.
A simple dashboard featuring What's New/Notifications, Wish listing, Shortlisting, Selection/Rejection, and Reporting is provided at the portal https://upsconline.gov.in/miscellaneous/pdoiac/
A soft biodata of the candidates, including their educational qualifications and contact details, will also be accessible. All these come on an easy-to-use portal with documentation, user manuals, and a ticketing system.
