KEAM 2025: CEE opens stray vacancy registration for MBBS and BDS courses in Kerala

The Office of the Commissioner for Entrance Examinations (CEE), Kerala, has opened the facility to register new options for stray vacancy allotment to MBBS/BDS courses in Kerala for 2025.
Vacancies in MBBS/BDS courses that have arisen in government/self-financing colleges after the third phase allotment will be filled through the stray vacancy filling allotment to be conducted by CEE. Candidates who are included in the Kerala State Medical Rank List can register fresh options till 11.59 pm on 13.11.2025.
To participate in the online stray vacancy filling allotment, candidates should register options through www.cee.kerala.gov.in by clicking the menu ‘Stray Vacancy Option Registration’ available on the Home page. Since the probable vacancies that may arise during the course of stray vacancy filling allotment have to be filled, candidates may give options to all colleges and courses they wish to study. Un-allotted category seats, if any, will be converted during this phase as per prospectus conditions.
Those who wish to register options in Stray Vacancy filling allotment have to pay the registration fee online to the CEE before registering options. Those who wish to register options only for Govt MBBS/BDS courses have to pay Rs. 10,000/-. Those who want to register options for both Govt. and Self Financing MBBS/BDS courses have to pay Rs. 25,000/- as a registration fee. Candidates of the SC/ST/OEC category/other categories mentioned in the notification should pay Rs. 5000/- as a registration fee. However, if they give options in minority/NRI quota seats in self-financing colleges, they will not be eligible for fee concession.
Candidates admitted to MBBS/BDS courses through previous allotments of CEE but who had vacated that seat within the date prescribed as per the notification dated 23.10.2025 need not pay the registration fee if the fee already paid to the CEE is greater than the registration fee. But if the fee paid to CEE by such MBBS/BDS students is less than the registration fee, they will have to pay the balance of the registration fee. The fee paid to CEE by candidates for courses other than MBBS/BDS will not be considered towards the registration fee for this stray round. Such students have to pay the full registration fee as mentioned in the previous para. The registration fee applicable to a candidate will be fixed as per the details entered by the candidate on the registration page at www.cee.kerala.gov.in. The registration fee, once paid, will not be changed. Candidates should be very careful while giving conditions to fix the registration fee.
Candidates (i) who have been allotted a seat in the 3rd phase allotment (ii) who are still continuing in admitted status consequent on previous allotments (Phase I/II/III) (iii) who vacated the seat after 5 pm on 28.10.2025 (iv) who have been included in the list of admitted candidates shared by the MCC after the third round of AIQ Counselling are not eligible for participating in the stray vacancy allotment. Those candidates who may be allotted seats in the AIQ stray allotment as per the list to be shared by MCC will not be considered in the stray vacancy filling allotment, even if options are registered by them for the State Stray round.
Provisional allotment will be published on 14.11.2025 and final allotment on 15.11.2025. Those getting an allotment should join the allotted colleges after paying the fees/balance fee (if applicable) as shown in the allotment memo between 16.11.2025 and 4 pm on 20.11.2025. The seat received by the candidate through stray vacancy allotment cannot be changed.
The registration fee of those candidates who get an allotment in government medical/dental colleges through stray vacancy allotment will be carried over to the tuition fee of the course allotted, and the registration fee of those candidates who do not get any allotment will be refunded. The registration fee of those who get an allotment in private self-financing medical/dental colleges through stray vacancy allotment will be refunded to candidates after the closing date of admission, provided he/she has taken admission. The registration fee of those candidates who do not join within the stipulated time after getting an allotment and of those candidates who quit seats after taking admission through stray vacancy filling allotment will be considered as a penalty and will not be refunded. Such students will also be penalized as per KEAM Prospectus clause 12.2.4.
Those filing unnecessary options but not taking admission on allotment to the course/college during this phase, resulting in seats allotted by the CEE to lapse, will be penalized. They will be liable to pay a penalty of Rs. Ten Lakhs for the MBBS course and Rs. Five Lakhs for the BDS course, irrespective of annual family income/nativity/reservation status. Their candidature is also liable to be cancelled. They will also be debarred from appearing in the entrance examinations and/or allotments conducted by the CEE for a period not exceeding two years. In case of failure to remit the penalty, the same is liable to be recovered under the Revenue Recovery Act.
