Distance learning at wits’ end in Kerala

New Delhi: University Grants Commission has once again declared that the degrees obtained through distance and online learning from recognised institutions will be treated on a par with the conventional ones. However, distance learning in Kerala is yet to solve the roadblock.
Distance learning and private registration were prohibited in Kerala University, MG University, Calicut University and Kannur University when Sree Narayana Guru Open University was set up in the state. According to section 72(1) of the Sree Narayana Guru Open University Act, the other universities were restricted to launch distance learning courses or provide private registration. However, the Sree Narayana Guru Open University has not obtained the approval of UGC yet. Hence, it cannot start the courses yet.
Only MG University has the permission to run online degree courses in Kerala. The other universities have been administering only the certificate online courses under the ‘SWAYAM’ programme of UGC. The authorities of Kerala University, Kannur University, Calicut University and Central University of Kerala have informed Mathrubhumi that they have approached UGC for obtaining a nod for online degree courses.
As many as 160 universities in India offer distance learning courses. UGC has permitted 57 universities to operate online degree courses.
UGC has received several complaints over the disregard shown to the certificates obtained via distance learning for higher education, research and government jobs. This urged the commission to issue an order again to reinstate that distance courses are no less than regular ones, said UGC Secretary Rajnish Jain.
