No middlemen, no delays; Kerala vehicle ownership transfers go 100% automated via Vahan software

Thiruvananthapuram: The vehicle ownership transfer process, which brought huge criticism to the Motor Vehicles Department, is moving entirely under the control of the Vahan software. Ownership can now be transferred without any intervention from officials. The system is transitioning towards an automated approval, “auto-approved”, model for applications.

Previously, decisions on Aadhaar-based applications were made by officials, but that responsibility has now been handed over to the software instead. This service will be available in the initial phase to those whose vehicle records are linked with Aadhaar.

Applicants whose names on the vehicle records differ from their Aadhaar details must complete e-KYC. Those who have not linked their mobile numbers can also connect their Aadhaar with their vehicle records through e-KYC. A special feature has been provided in the software for this purpose. Applicants need to upload copies of their Registration Certificate (RC) and Aadhaar.

Officials will verify both documents and approve the e-KYC request. Instructions have been issued to resolve such applications within 24 hours. The application process is online, and applicants are not required to appear in person.

Once e-KYC is approved, applicants do not need to visit the office for subsequent services. Eliminating official intervention completely removes scope for complaints. Applications can no longer be arbitrarily delayed or put on hold. Opportunities for bribery and irregularities will be entirely eliminated, ending exploitation by middlemen.

Around 60 services have been made Aadhaar-based from September 21. Owners can apply online. The security measure involves a one-time password (OTP) sent to the Aadhaar-linked mobile number, which must be entered to complete the application. In addition to ownership transfers, other applications will also move to the auto-approval system in the future.
