Thiruvananthapuram: Kerala Speaker has sought an explanation from Finance Minister TM Thomas Isaac over the complaint lodged by the Opposition citing disclosure of the contents of the report filed by Comptroller and Auditor General of India on Kerala Infrastructure Investment Fund Board. Isaac is slated to furnish the explanation immediately.
VD Satheesan MLA had filed the complaint pointing out disclosure of the contents of the CAG report publically before it was tabled in the State Legislative Assembly, which was breach of parliamentary privileges. The report that was to be sent to the Governor was leaked to the media and the contents discussed in the open. This amounts to serious breach of privileges, he had further said in the complaint. Satheesan also demanded legal action against the minister in this regard.
The normal practice from the Speaker after receiving a complaint against a minister is to seek an explanation from the person concerned. After evaluating Isaac’s response, if found satisfying, Speaker can dispose of the complaint. If not, the complaint can be forwarded to the Privileges and Ethics Committee which will hear both parties and recommend further action to the Speaker.
