Thiruvananthapuram: The cabinet decision to implement moratorium for all loans of farmers faced a setback after the moral code of conduct came into force in connection with Lok Sabha elections. The delay in issuing the order resulted in a situation where the new order can be issued only after the elections. Hence, the banks have no restrictions in continuing with confiscation.
At the same time, the decision to permit district Collector to allow for mining on ownership-transferred land, was issued as an order within three days.
The cabinet meeting convened on March 5, on the backdrop of farmers’ suicides had decided to implement moratorium for all farm loans taken from public sector, industrial and cooperative banks. As per rules a cabinet decision has to be issued as an order within 48 hours. On March 10, the election schedule was announced. Even though there were 5 days in-between, no order was issued.
The screening committee, including Chief secretary, secretary to home ministry and revenue secretary, decided not to send the order regarding moratorium to the chief electoral officer.
