Thiruvananthapuram: Kerala State Curriculum Committee recommended to form Higher Education Faculty Recruitment Board to supervise the appointment of teachers in colleges and universities in the state. The report prepared by curriculum committee member Dr C Padmanabhan proposed to draft legislation for the establishment of the board in order to bring about efficiency and transparency in the recruitment of teachers.
The report pointed out the demand of the Shyam B Menon commission for the board and suggested making laws after considering the guidelines of the Union Grants Commission, responsibilities of the Public Service Commission and the appointments on contract basis.
The report suggested a separate memorandum (‘avakasha patrika’) for the students and teachers by ensuring their rights to form unions and mark protests. It also advocated for the representation of teachers and students in all the levels of administration at colleges and universities.
The launch of an unbiased system has been recommended to evaluate the students’ performances and to curb any type of discrimination in universities and colleges.
According to the report, the proposed law should ensure freedom of expression for teachers and free them from the administrative and official regulations.
