Thiruvananthapuram: The Kerala Water Authority (KWA) will not be able to dig roads for pipework without the permission of local self-government department. As per the new rule, KWA must register on 'Sugama' portal for digging roads under local self-government.
A special facility is available on the portal for seeking permission for emergency work. The local self-government department has issued a set of guidelines for preventing road digging which troubles the public and traffic. The action was taken to solve the crisis due to non-coordination of departments.
KWA must upload details including the date and time of road digging for pipework and completion on the portal. Estimate and expiry of the re-tarred road should be uploaded on the website. Apart from this, a board carrying these details must be displayed on the worksite, reads the order issued by the local self-government secretary.
KWA must deposit 10 per cent of the amount of repair work. The security deposit is not necessary if there is no emergency like pipe burst or leak. The contract period for the repaired roads will be one year. The KWA officials must supervise the works rather than assign contractors.
KWA officials must prepare the estimate after consulting the engineering department of local self-governments.
