Mass transfer of staff for ‘indiscipline’; Order cancelled following row
Thiruvananthapuram: Treasury director has issued an order to transfer all employees from one of the district treasuries after finding their performance level abysmally low. But as the order sparked controversy within a day, the director revoked it.
The order included directions, including transfer of all employees who completed 3 years at the treasury. The order mentioned about anti-feminist remarks by the staff. Following this, the authority issued another order to cancel the previous one.
Earlier, it was alleged that this district treasury was functioning without discipline and there is no cooperation between the officials and subordinates. After receiving the complaint, the authority assigned treasury joint director V Sajan, who is in-charge of vigilance, to carry out an inquiry and submit a report. The treasury director ordered for mass transfer on the basis of this inquiry report.
The findings of the inquiry report submitted two months ago irked the employees too. It was reported that the employees are in two groups. The inquiry report also revealed that the employees in establishment section have vested interests and serious rule violations were made related to transfer.
Examining this report, treasury director AM Jafer ordered mass transfer on November 22. As per the order, all employees who served in a section for more than a year must be transferred to another section. The new order also made strict restrictions on the entry to this treasury. Employees from other treasuries and other government departments are not allowed here. These employees must take prior permission of the district treasury officer to enter this district treasury.
A circular in this regard will be distributed to all offices in the circle of the treasury, reads the order. It was also directed to summon a meeting of the employees after implementing the new order.
When the order triggered a controversy, employees’ unions including NGO union expressed protest and filed a complaint with the minister. Following this, treasury director revoked this order.
