Leaked circular shows govt was aware of connection between officers, diplomats
Thiruvananthapuram: Documents showing that the state government was aware of the communication between higher officials and diplomats, have come to light.
The Public administration department had released a circular in 2019 banning the unauthorized communication between senior government officers and foreign diplomats. The circular mentioned that the state government has noticed the relationship between government officers and representatives of embassies.
Mathrubhumi News received a copy of the circular issued by department secretary K Gopalakrishna Bhatt on November 20, 2019 as directed by the chief secretary. It was mentioned in the circular that this relationship between the officers and diplomats is against the policy of the government and the interest of the state.
It was also stated that department heads do not have any sort of authority to establish relationships with diplomats. Government permission is required for making any kind of intervention.
The old circular came to light when former IT secretary M Sivasankar is facing investigation in connection with Thiruvananthapuram gold smuggling case. The circular makes it clear that the government was aware of the relationship between the officers and diplomats even before the cases were registered.
