Lack of qualified pool: MD appointments in Kerala PSUs on a sticky wicket

Palakkad: The Directorate of Industries and Commerce of the Kerala government is struggling to find suitable individuals to the Managing Director (MD) posts in some of the leading state-run public sector undertakings (PSUs).

Though the core reason is lack of qualified pool complying with criteria set by Kerala Public Enterprises Selection Board (KPESB), there are other factors which hinder induction.

Malabar Cements, Travancore Cements, Kerala Agro Machinery Corporation (KAMCO) are the PSUs without MDs. Though the tenure of MD in Travancore Cochin Chemicals’ has expired, it was extended due to lack of qualified individuals for the post. The same MD has additional charge of Malabar Cements too.

KPESB’s even modified the criteria for MD post in Malabar Cements, which was stipulated in 2019. As per the new criteria notified in July, the work experience has been slashed from 20 to 10 years. Similarly, apart from engineering backgrounds, the streams like accounting, PG Diploma (Management) were added. However, the response has not been promising, said the department authorities.

Meanwhile, the principal secretary’s (industries and commerce department) office maintains that there is a plan to find candidates from other states who have experience in the cement industry.

In Travancore Cements, chief engineer is in-charge of MD. On the other hand, a person was considered for the MD post in KAMCO. However, it did not get approval from the department and hence appointment did not get through.
