Ciza Thomas appointment: HC to hear Govt appeal on Jan 30

Kochi: The Kerala High Court postponed hearing of the state government’s petition against the single bench order approving the appointment of Prof Ciza Thomas as the vice-chancellor in-charge of APJ Abdul Kalam Technological University. The division bench comprising judges Mohammed Mushtaq and Shoba Annamma Eapen will hear the petition on January 30.

Prof Ciza was appointed after the Supreme Court quashed the appointment of Prof Rajasree MS citing violation of UGC regulations. It was Governor Arif Mohammed Khan who gave the orders to Thomas to take over by rejecting the Left government's recommendation to hand over the responsibility to state higher education principal secretary Ishita Roy IAS.

The government approached the court for a stay and argued that the appointment happened without consultation. The charge of VC must be given to the pro-VC or the higher education principal secretary in case there is no permanent VC. Since the UGC regulation does not specify appointing a temporary VC, the university act must be followed, it argued. However, a single bench upheld the governor’s decision. The state government’s appeal is against the single bench ruling.
