Kozhikode: The local self-government department has finally uploaded Form 9B, the notice to the local body for altering buildings, after Mathrubhumi reported how its unavailability is causing trouble for citizens.

The Mathrubhumi report was published on Wednesday and the form was made available on the site the same day.

The building owners were notified that they would be exempted from fines if they submitted alterations details before May 15. Local self-government institutions were given directions regarding it. However the unavailability of 9B form made it difficult to update such information in the software.

Municipalities and panchayats seemed to have no clue about the new developments. They were unable to give proper explanations to the people who approached them for the form. Despite the orders to submit property details online through the citizen portal or in-person, employees at Kozhikode corporation's town planning department have no information regarding it. However, written complaints were collected from people arriving from various panchayats.

Rules stipulate that the municipalities and grama panchayats shall revamp the property taxes once every 5 years. However such an exercise was last carried out at the panchayat level in April 2013. The last property tax reform in municipalities was in April 2016. The taxes for the 2023-24 time period are being collected with the clause that taxes will increase by 5 percent every year. But several details in the software related to the properties are incorrect.

As per the law, those who make changes or additions to buildings must inform the local body secretary with proof within 30 days. The last date for submitting Form 9B to avoid fines for such updates is May 15.

However, officials stated that changes up to 5 per cent will be exempted. There are relaxations for single-family houses spanning over 1,500 square feet (including additions).

The new property taxes will be determined upon verification.
