Kochi: K Riji John, former vice-chancellor of Kerala University of Fisheries and Ocean Studies (KUFOS) moved a plea in the Supreme Court questioning the Kerala High Court order which revoked his appointment.

In the appeal, Riji John argued that the High Court nullified his appointment without observing the fact that the UGC rules on VC appointments do not apply to agriculture universities in the state. The Supreme Court will consider his plea on November 25.

The High Court revoked Riji John’s appointment as KUFOS VC after observing that the appointment did not comply with the
UGC regulations 2018. As per this rule, a search committee should be formed for the appointment of the VC.

In his plea, Riji John argued that as per the 7th schedule of the Indian Constitution, agriculture education and research come under the state list. Hence, the UGC rules are not applicable to fisheries university. Agriculture universities are exempted from the UGC regulations and rules of 1998, 2010 and 2018, the former VC noted in his plea.

A division bench chaired by the High Court chief justice issued the order revoking the appointment of Riji John as KUFOS Vice-Chancellor.
