Govt mulls law to charge user fee for door-to-door waste collection

Thiruvananthapuram: A comprehensive law mandating user fee for the collection of garbage, including plastic, from houses and institutions is likely to be implemented soon. Reportedly, the state government is planning to make user fee cards or receipts as necessary documents to avail services from local bodies.

Currently, the local bodies can determine the fees for agencies, such as the Haritha Karma Sena (HKS), for door-to-door collection of garbage from households.

According to the central government’s Plastic Waste Management Rules (2016), households and institutions are supposed to pay user fees for garbage collection.

The plan to formulate a separate law comes in the wake of the ongoing social media campaigns against giving user fees to HKS volunteers.

Meanwhile, an order granting permission to the heads of local bodies to continue collection of fees was passed the other day. The amount received as fees is given as salary to HKS volunteers.

In addition, the government has directed the heads of local bodies to ensure door-to-door services and demand HKS user fee cards or receipts along with the application for availing services.

CFL, DVD, tubelight, light fittings, used toner cartridges, toys, picture tube, broken television, emergency lamps etc.

Garbage collection as per calendar

The collection of garbage will be carried out as per a calendar published by Clean Kerala Company.
