Govt stops recruitment to lower posts through employment exchange
Kozhikode: The government has stopped recruiting temporary staff to lower positions in government offices through employment exchange. It has been directed to appoint the daily wage staff for cleaning and security jobs from Kudumbashree, the women’s collective, or Kexcon, the agency of ex-service men. This is a setback for the 7000 candidates registered in the employment exchange.
In 2016, the Additional Chief Secretary had issued an order that all vacancies not included in the purview of PSC should be filled through the employment exchange. Also it was directed to take action against the concerned officials if the order was not followed. The finance department did not consider this order and issued the new order a month ago without holding any discussion with the labour department.
The departments have started recruiting new staff from Kudumbashree and Kexcon. Though the employment exchange submitted a list of 15 applicants to the vacancy of Thrissur jail warden, it was rejected and staff was appointed from Kexcon.
7000 people to lose job opportunity
A total of 7000 people are appointed a year through employment exchange for cleaning and security jobs. With this, 500 persons will get job from every district annually. According to the labour department, more vacancies are reported from Thiruvananthapuram, Ernakulam and Kozhikode districts.
It is alleged that the new move is with the intention to help the government make profit. Rs 18,000 was paid as salary for the appointment done through employment exchange whereas only Rs 6000 need to be paid for the appointment from the agencies. When the staff retires, the vacancies are not filled.
The departments are directed to make annual contract with the agencies for cleaning and security jobs. The expenses for these contract will be included in the office expense category. Cleaning and security posts are created based on the size of the offices and the number of the total staff.
Reservation will be sabotaged
Employment Exchange Seniority Association said that the criteria like seniority, priority or reservation followed while recruiting staff through the exchange are neglected by Kudumbashree and Kexcon.
Opportunity for more people
Meanwhile, Kudumbashree officials said that staff is selected through Kudumbashree Community Development Society (CDS). The appointment is given for three months and so more people will get job opportunity.
Invited ministers’ attention
Employment Directorate joint director George Francis said that though they brought the issue into the attention of labour and finance ministers, no action has been taken yet.
