Thiruvananthapuram: Illegal promotions in Public Service Commission continue across various departments and institutions even as the state reels from grave financial crisis. The Department of Finance has ordered to cancel such promotions to put an end to this. The illegal promotions that were given to junior officers, who are appointed to posts of senior officers by sending them on leave, will be cancelled. The Finance Department has also sought the move to take back all the benefits granted to them.
If an officer goes on leave for more than three months, it will be considered a vacancy in the post and another junior staff ranking behind him\her will be given a promotion. However, it has become a common practice for senior officers to be sent on leave for a long time to give their posts to others. With that, promotions will have to be given for posts below as well. This series of promotions has been causing a huge financial crisis to the government.
The Finance Department had passed an order on November 5, 2020, putting an end to such promotions. An order was issued to avoid promotions in the name of leave taken by senior officers and to assign the duties of an officer on leave to other officers. Around 30 promotions have taken place in the Public Service Commission while this order was prevalent. The illegal promotions were noticed by the Finance Department when the file was sent for approval of promotions, following which it passed the order on that matter.
