Thiruvananthapuram: The state cabinet here has decided to cut short the lengthy review loop pertaining to file transfer in secretariat, considering the recommendations of Administrative Reforms Commission and based on the deliberation with employees.
The loop of review mechanism between under secretary and additional secretary(special secretary) will be curtailed to two levels. Those files to be produced before departmental secretary can be submitted directly after under secretary’s review. Similarly, those files to be produced before ministers can be submitted directly after review by either under deputy secretary or joint secretary, or additional secretary, preceded by under secretary’s review.
Notably, this mechanism was already in place in General Administration Department. However, in some departments there are no positions like joint/additional secretaries.
Meanwhile, the cabinet has directed that in matters pertaining to policy decision, complaints in which one or more entities are affected, individual complaints that have policy level implications, complaints having complex legal issues and those creating financial burden, detailed examination at higher levels should be carried out.

- Existing review mechanism: Assistant-section officer-under secretary-deputy secretary-joint secretary-additional secretary (special secretary)-secretary
- New review mechanism: Assistant-section officer-under secretary-secretary

- New review mechanism: Assistant-section officer-under secretary-deputy secretary/joint secretary/additional secretary(special secretary)-minister
