Election to Coop societies stopped; validity of administrative committees extended
Thiruvananthapuram: Due to the coronavirus outbreak, election to the administrative committees of cooperative societies in the state has been stopped till April 25. The committees that expire within this period can continue for one more month. In order to stop any legal issues later, the validity of committees has been changed from five years to five years and one month.
Earlier, the Department of Cooperation had submitted a report to the government stating that conducting a liberal and impartial election process is not possible under the present circumstances. Following this, an extraordinary gazette was issued extending the expiry of administrative committees.
Also there are some high court orders regarding the election of some societies. The court has directed to conduct the election in one month. The State Cooperatie Election Commission conducts the election to cooperative societies. Cooperative Department staff are appointed as electoral officer and returning officer. As the COVID-19 disease is spreading, employees are unable to take up the duties. This will be informed to the commission.
At present, general body meeting of the society and election cannot be conducted in the state. With this, the election procedures are stopped considering the public interest, as mentioned in the gazette. The State Cooperative Election Commission also has issued an order that all election procedures announced early have been stopped.
Wage for daily wage staff
The Department of Cooperation directed that the wages of the daily wage staff in cooperative societies including Kerala Bank should be disbursed without fail. Minister Kadakampally Surendran said that the wages of collection agents, appraisers and security staff also should be provided.
It has been directed that Neethi medical store, hospitals and labs should not be closed for any reason. The collection agents are instructed not to collect the deposit or loan instalments till further notice. However, social welfare pension is being distributed since Friday.
The collection agents of cooperative banks normally distribute the welfare pension at households. They are directed to continue the same ensuring proper safety measures.
