Thiruvananthapuram: The government has formed a skeletal framework of the scheme for rebuilding Kerala. Chief minister Pinarayi Vijayan might present the scheme in the cabinet meeting on Thursday. The final framework will be created after considering the instructions from the discussion at the assembly on Thursday. The government is aiming at a way in which planning, formation and execution go together.
Planning includes hydraulic projection
The planning must focus on the impact that the flood havoc has made on the state. The reconstruction must consider the peculiarities of the regions like Kuttanad which are surrounded by water. Hydraulic projection of the state will be formed for this purpose. The development of basic facilities must consider the probability of flood in each region.
Pollution, drainage facility for roads and waste disposal are some of the challenges that the government has to face. The framework shows that laws might have to be created for obtaining lands of individuals in inevitable circumstances.
Foreign consultancies which have experience in dealing with natural disasters will be hired for conducting studies. Holland which has dealt with water and Japan which has gone through the miseries of earthquake are examples.
A detailed masterplan will be formed for rebuilding Kerala. As it might take years for completing the scheme, a priority list will be made. The government will form the schemes and parallelly approve it and proceed with construction.
Kerala rebuild bond
The framework instructs to create a ‘Kerala rebuild bond’ similar to the ‘war bond’ formed by America. The individuals who deposits money in this will be returned by the government.
Witness statement of buying the bond from America is considered honourable by the earlier generations. The deposit in this bond will also be considered with pride. This decision was taken as the CM’s request to donate one month’s salary has got positive responses.
The money collected will include the loan amount from agencies including the World Bank. A positive point is that the interest rate is less. Decisions about collecting money should be taken after considering the least debt.
Social works will be encouraged
The framework points out that the government should promote the social activities of the persons which support the rebuilding of Kerala. The importance of including the young generation in rebuilding was realized considering the involvement of youngsters in rescue and rehabilitation. Common people can become part of the construction works on the local levels.
High level committee
A high level committee consisting of some ministers under the chief minister will have the responsibility of the rebuilding efforts. The execution will be dealt by a team under the chief secretary or additional chief secretary. An official who is in the position of secretary will have the key responsibility of the works. The government is searching for a senior official who is capable and interested to devote at least five years for this mission.
