Thiruvananthapuram: The first session of the 15th Kerala Assembly will commence on May 24. The MLAs will be sworn-in before Protem Speaker PTA Rahim on the same day. The election of Speaker falls on May 25.
The first cabinet meeting has recommended the Governor to convene the session from May 24 to June 14 despite the Covid situation. The policy address of the Governor and the revised budget presentation will take place in this session.
The cabinet recommended PTA Rahim as Protem Speaker for administering oath to the MLAs. The Protem Speaker takes the oath before the Governor at Raj Bhavan.
The policy address of the Governor is scheduled for May 28. New finance minister K N Balagopal will present the revised budget on June 4. The budget will be revised in view of the financial impact of the new Covid transmission and related crises.
It has not been clarified if the opposition will take part in the election of Speaker on May 25. If they do not contest, LDF candidate M B Rajesh will be elected as new Speaker unanimously.
Though the assembly session is conducted for 14 days, it can be changed considering the Covid situation. The session may be cut short avoiding discussion on the policy address and budget. This will be finalized by the advisory committee after the session commences.
The cabinet meeting assigned a sub-committee for preparing a draft of the policy address of the Governor. K N Balagopal, K Rajan, K Krishnakutty and AK Saseendran are the members of the sub-committee.
