Applying online for encumbrance certificate is risky
Kozhikode: Giving an online application on the website of the Registration Department is a risky-affair as a minor mistake may result in loss of money. Upon finding an error in application, the concerned officials who handle it will reject it without giving an option to edit it. There is no re-fund option available. Once an application is rejected, applicant has to submit a new application by paying the fee again.
The website carries options for submitting online applications for encumbrance certificate, certified copy, marriage registration etc.
“I applied for an encumbrance certificate at Eravipuram sub-registrar office in Kollam some days back. After not receiving any feedback, I called up only to know that the application was rejected and I had to submit a new application by paying the amount again. My request for refund was not considered and there was no option to resubmit the application,” said Sujith Sudhakaran, a resident from Asramam in Kollam.
There was a minor error when Sujith entered the survey number of the property on which the encumbrance certificate was requested. “If there was an option to edit the application, I could have submitted it again. The sum of Rs 450 I paid for the application went down the drain,” added Sujith.
This is not an isolated incident, there are many across the state who have lost money through this strange system. There is no auditing to keep a figure of this unaccounted money and how it is used.
According to an official source, the Registration Department receives thousands of online application per day from across the state. The department does not keep an account of the rejected applications and the money it gets out of it. “The amount paid on rejected applications reaches treasury and it will be used for various governmental activities.”
When contacted the IT Superintendent of the department, she said, “As per registration rules, refund is not allowed. We don’t keep edit option in applications to avoid malpractices. We have not received any complaint in this regard so far.”
