Central govt may permit reopening of educational institutions from September 1
New Delhi: Central government may grant permission for reopening of schools and colleges in the country from September 1.
Schools will be opened in different phases from the period between September 1 and November 14. Central government will release the guidelines in connection with the reopening of schools at the end of August. Meanwhile, the decision on fixing the date of reopening of schools may be handed over to the state governments in view of COVID-19 transmission.
Only classes 10,11 and 12 will be allowed in the first 15 days. Later, classes 6 to 9 will begin functioning. However, primary and pre-primary classes will not begin immediately. Sources from the Union Human Resources Development Ministry told Mathrubhumi News that the presence of small children in educational institutions will hamper the Covid prevention activities.
The decision by the HRD Ministry was discussed in a meeting convened by the Health Minister and attended by secretaries of various ministerial departments.
India will replicate the Switzerland model, which opened schools successfully post COVID-19. If there are four divisions for each class in school, classes will be held for two divisions at one time and for the remaining two divisions another time.
Students will be seated adhering to social distancing protocols. Two students will be seated at a distance of six feet from each other. Morning assemblies, sports periods and sports competitions will not be allowed to take place in the first phase. Shift system will be implemented in schools. The first shift will be from 8 am to 11 am and the second shift from 12 am to 3 pm. Only 33 percent teaching and non-teaching staff will be allowed in the school at one time.
States with low rates of COVID-19 transmission had requested the central government to permit the reopening of schools. Kerala had demanded that schools should be allowed to reopen from September. It was after considering all these demands that the central government decided to reopen schools as part of unlock stage 4.
