Activists and opposition parties have been complaining about the lack of discussions in the parliament since the beginning of the first Narendra Modi government.

Amid ruckus over Pegasus controversy, the Parliament heard a rare slogan demanding discussion on the bills introduced in the house. The Opposition members led by DMK MPs shouted “vivadam vendum” (we need discussions), tweeted Congress leader Jairam Ramesh.

According to journalist Aravind Gunasekar, the Punjab Congress MP Jasbir Singh Gill also joined the protest saying “vendum vendum.”

Activists and opposition parties have been complaining about the lack of discussions in the parliament since the beginning of the first Narendra Modi government. Many crucial bills are passed in a hurry as the ruling BJP enjoys a brute majority in the Lok Sabha.

In the current session, The Factoring Regulation (Amendment) Bill, 2020 was discussed and passed in just 13 minutes in Lok Sabha on Monday. The National Institute of Food Technology Entrepreneurship and Management Bill, 2021, was passed in about 6 minutes, tells the PRS India data.

In 2019, 17 Rajya Sabha MPs from the opposition parties wrote to Chairman Venkaiah Naidu against hurried passing of bills “without any scrutiny by Parliamentary Standing or Select Committees.”

Only 26 percent of the bills introduced in the parliament were sent for panel scrutiny in the 16th Lok Sabha. Almost 71 percent of the bills during the 15th Lok Sabha (2009-2014) were sent to the panels, the letter says.
