BSNL package to be announced before Diwali
With the intervention from the prime minister’s office, it is expected that BSNL package worth Rs 70,000 crore will be announced before Diwali, though there has been no official confirmation.
P. K. Mishra, principal secretary to Prime Minister, promised he would look into the matter and take a positive decision.
The Govt said that there will be a change in its policy of providing free 4G spectrum. The BSNL telecom department will have to pay for the spectrum allocated in the package. However, the Govt would provide concession for the GST worth Rs 3800 crore included in the package.
The governemnt is likely to sanction Rs 13000 crore for the Voluntary Retirement Scheme. Rs 17000 crore may be earmarked for ex-gratia. It is expected to raise Rs 20,500 crore through debentures and Rs 34,000 crore through asset sales. Earlier, the Finance Ministry which said that the package would become a huge liability has now changed its stance. On August 1, the committee under Home minister Amit Shah, Nirmala Sitharaman and Ravi Shankar Prasad have proposed the revival package for BSNL.
On August 21, though the Union Cabinet Secretary called for a meeting to discuss the finalization of the package, they could not reach an agreement as there were some objections from the Finance ministry.
At the last meeting on August 26, the secretaries of the four departments raised their concerns regarding whether the package was economically viable.
