Balussery: The procedures to authorise swimming certificates for bonus points remain obscure in Kerala even when the Plus One admission proceedings are about to commence on Friday here. The Higher Secondary department has not arrived at a final decision on whether the district sports council or the local governing body has to approve the swimming certificates.
Last year, the Education Department had recommended the district sports council to conduct a swimming test and authorise the swimming certificate prior to Plus One admission for grace mark. However, the decision to summon hundreds of students at a single centre to receive the certificate during the peak period sparked controversy and hence, the department revoked the order. Following this, the local governing bodies were entrusted to give away approvals for all students who arrive with the swimming certificates without conducting swimming tests.
The teachers and parents have raised complaints that the department has not made any required interventions to solve the issues prevalent in obtaining approval for swimming certificates. Meanwhile, several district sports councils have voluntarily started to distribute certificates by fixing a certain fees.
It has been decided to conduct swimming tests with the cooperation of local governing bodies in certain districts for the admissions of the upcoming academic year. However, only a few local governing bodies have approached the sports councils for this.
